It seems that I can complete a milestone without having the associated to do lists all complete. Is this by design? I'm thinking I would like the program to at least warn me about the unfinished to do lists that are associated. ?

This is a very good idea Cleanupo. I think that a warning would be in order as well. That way, you could still proceed to check of the Milestone, but at least you have been warned that there are still some Tasks that may need to be done.
